ship will observe that I_ concur in the views ex-
1 pressed by the Magistrates. I am unable to follow th arguments of Mr. Ackroyd, who seems to forget that it is the duty of the Magistrates
to

to administer the law and not
to make it, and that so
as
or
long
the law provides for fine
-imprisonment there is
no other alternative but to
fine
or to imprison in the event of failure to pay the fine inflicted.
I may add that the ~ administration of the law by the Magistrates possesses the confidence not only of the Government but also of the entire population of this - Colony
